Status of this report

While this paper aims to provide a definitive report of the Marwell Open Steps meeting, in many respects it cannot do that; it should be seen more as a position paper that provides a starting point to further discussions, and hopefully activities.

The report is a summary of what the author and those who have commented on drafts see as the main issues arising from the meeting. However, the diversity of opinion cannot be captured in such a report, and there will undoubtedly be some participants who feel that important aspects have been omitted. We invite participants to provide further comments on, and additions to the report, and we also invite other individuals and groups to provide comment. Additional reports following future meetings will build on this commentary, and report on activities undertaken by the groups involved and others on the basis of the issues raised from this first meeting.
